\u201cWe have a lot of information about people, and that is something that our adversaries<\/span> want<\/em>.\u201d<\/strong><\/span> That\u2019s how Donna Seymour, an Office of Personnel Management (OPM) official recently described the OPM hacking to a reporter for the Washington Post. As we found out yesterday, in April, Chinese hackers intruded OPM networks and potentially acquired the personal information of 4 million U.S. government employees.<\/strong><\/span><\/p>\n

So how did this happen?<\/strong><\/span> Well, according to an OPM press release, the agency has been upgrading its network security over the past year. That said, yesterday\u2019s press release also notes that it was only after the April hacking that OPM focused on \u201crestricting remote access for network administrators\u00a0.\u00a0.\u00a0.\u00a0and deploying anti-malware software\u201d against programs that might \u201ccompromise the network.\u201d In short, OPM hasn\u2019t been moving fast enough to prevent hacking<\/span><\/em>.<\/strong><\/span><\/p>\n

Regardless, it makes sense that China was involved in the intrusion. For a start, China has exceptionally capable, experienced, and wide-ranging cyber-hacking forces. These units are experts at both physical access and remote penetration of network-security systems. Moreover, China has a penchant for attacking the OPM. In July last year, the New York Times reported on China\u2019s hacking of OPM information on applicants for top-secret security clearances. That the OPM didn\u2019t urgently upgrade its security after that 2014 incident is inexcusable. We\u2019ve paid the price in our damaged national security.<\/p>\n

John Schindler, a former NSA counter-intelligence official and the author of the 20 Committee strategy blog told me that OPM information can be \u201cvital to recruiting or compromising\u201d U.S. government officials. The agency gathers \u201cextensive details of their personal lives, their finances, their families, their career highs and lows,\u201d he said. \u201cIn short, everything you would never want your enemy to know about you \u2013\u00a0from a counterintelligence viewpoint, this breach represents a true nightmare scenario<\/span><\/em>.\u201d<\/span> By finding U.S. officials with personal or professional difficulties, China can target them for recruitment.<\/strong><\/span><\/p>\n

Schindler\u2019s point is well made. After all, it\u2019s not hard to guess why hackers are so interested in the OPM. By finding U.S. officials with personal or professional difficulties, China can target them for recruitment.<\/span> And China has a record here<\/em><\/span>.<\/strong><\/span> In recent years, China has worked hard to recruit Westerners \u2014 both in the United States and in China. It does so because it wants people who have access (or who will have access) to steal information for China\u2019s military and industrial development.<\/p>\n

But the significance of this incident isn\u2019t only that information has been stolen. It\u2019s that it reveals massive flaws in the broader American policy towards China<\/em>.<\/span> It proves that U.S. warnings to China over hacking have so far been utterly impotent<\/em><\/span>.<\/strong><\/span> Seeing that his aggressive cyber-operations result only in occasional, unenforceable indictments from the U.S. Justice Department, President Xi Jinping simply keeps doubling down. Today, while he challenges America across the planet, Jinping is also challenging America in cyberspace. It\u2019s a full-spectrum Chinese effort. And it\u2019s uncontested by America<\/em><\/span>.<\/span><\/strong><\/span><\/p>\n

Oh, and one final observation: If hackers can repeatedly breach American government servers, we should certainly assume that Jinping has also read Hillary Clinton\u2019s e-mails<\/span><\/em>.<\/strong><\/span><\/p>\n

The agency has yearned for an excuse to take over fracking regulation from the states, which do the job well.<\/span> So if there was so much as a sliver<\/span> of evidence that fracking was dangerous<\/span>, the EPA would have found it<\/span><\/em>.<\/strong> <\/span>Think of this as the Obama Administration\u2019s equivalent of the Bush Administration failing to find weapons of mass destruction in Iraq.<\/p>\n

The truth is that state oversight, industry best practices and especially innovation in technology and engineering are more than adequate to protect water and the wider ecology, as well as the prosperity that fracking underwrites. The EPA paper even accepts that the domestic energy boom has \u201cincreased domestic energy supplies and brought economic benefits to many areas of the United States<\/span><\/em>.\u201d<\/strong><\/span><\/p>\n

Some areas\u2014but not all. One exception is New York<\/strong><\/span><\/span><\/em>, where Governor Andrew Cuomo\u00a0banned fracking by executive order after winning re-election last year. The Democrat hinted during his campaign that he was open to drilling, especially upstate atop the oil-and-gas-rich Marcellus Shale that straddles Pennsylvania and the Empire State.<\/strong><\/span><\/p>\n

But suddenly his health department rolled out a report full of dubious science concluding that it could not say with \u201cabsolute scientific certainty<\/span><\/em>\u201d\u2014as if such a thing exists<\/em><\/span>\u2014that fracking does not<\/span> endanger the public<\/em>.<\/strong> <\/span>The department cited \u201cpotential water contamination\u201d and \u201cthe potential to affect drinking water quality.\u201d<\/strong><\/span><\/p>\n

In other words, Mr. Cuomo\u2019s sleuths couldn\u2019t find conclusive evidence that fracking harms<\/em><\/span> drinking water, so he banned it until they can<\/em><\/span>.<\/strong><\/span> Even as formerly depressed and de-industrialized Pennsylvania regions benefit from drilling, over the border the unlucky saps must bow to the green superstitions of New York City elites<\/span><\/strong><\/span><\/em>…”<\/p>\n

Hey, when they don’t provide you any campaign cash, and you don’t need ’em once your reelected, why on earth would you ever\u00a0even think<\/em><\/span>…<\/b><\/p>\n
