edition with a follow-up to Monday&#8217;s item detailing the government-induced disaster residents of the Lone Star State, including our brother Rob, are now experiencing, and <a href=\"https:\/\/www.nationalreview.com\/the-tuesday\/our-backwards-government\/?utm_source=Sailthru&amp;utm_medium=email&amp;utm_campaign=TUE_20210216&amp;utm_term=Tuesday-Smart\"><span style=\"color: #0000ff;\"><em><span style=\"text-decoration: underline;\">these observations by\u00a0NRO&#8217;s Kevin Williamson<\/span><\/em><\/span><\/a>:<\/strong><\/p>\n<p style=\"padding-left: 30px;\">&#8220;&#8230;<span style=\"color: #333399;\"><strong>Consider the electricity situation. <span style=\"color: #ff0000;\">Texas produces a <em><span style=\"text-decoration: underline;\">whole lot<\/span><\/em> of natural gas, but the state <em><span style=\"text-decoration: underline;\">does not have a natural-gas infrastructure sufficient to deal with an unusual winter storm<\/span><\/em>.<\/span> We have <span style=\"text-decoration: underline;\"><em>plenty of fuel<\/em><\/span>, but we <em><span style=\"text-decoration: underline;\">can\u2019t get it to where it is needed<\/span><\/em>, so it <span style=\"text-decoration: underline;\"><em>may as well not be there<\/em><\/span>. <span style=\"color: #008000;\">(<em>In the same way there are three useless things in aviation: runway behind you, altitude above you and fuel you left back on the ground.<\/em>)<\/span>\u00a0<span style=\"color: #ff0000;\">And Texas, which is as susceptible to richly subsidized greenie-weenie shenanigans as any other state, <em><span style=\"text-decoration: underline;\">relies on wind turbines for a non-trivial share of its electricity, and many of those have frozen<\/span><\/em>.<\/span><\/strong><\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"color: #333399;\"><strong>Which is to say: <em><span style=\"text-decoration: underline;\">It\u2019s too cold outside to operate the things that help to keep us warm inside<\/span><\/em>.<\/strong><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: social-insurance schemes (libertarians weren\u2019t always so rigid) on the grounds that these offered protection against the \u201c<em><span style=\"text-decoration: underline;\">common hazards of life against which few can make adequate provision<\/span><\/em>.\u201d<\/span> That is, really, <span style=\"text-decoration: underline;\"><em>all<\/em><\/span> government is there <em><span style=\"text-decoration: underline;\">to do<\/span><\/em>. <span style=\"color: #ff0000;\">It is a <em><span style=\"text-decoration: underline;\">convenience<\/span><\/em> \u2014 <em><span style=\"text-decoration: underline;\">when it is working<\/span><\/em>.<\/span> Good government is like good technology: <em><span style=\"text-decoration: underline;\">If<\/span><\/em> everything is functioning as intended, <span style=\"text-decoration: underline;\"><em>you never really notice it<\/em><\/span>. <span style=\"color: #ff0000;\">You don\u2019t <em><span style=\"text-decoration: underline;\">think<\/span><\/em> much about it \u2014 it <em><span style=\"text-decoration: underline;\">just works<\/span><\/em>.<\/span><\/strong><\/span><\/p>\n<p style=\"padding-left: 30px;\">&#8230;<span style=\"color: #333399;\"><strong>Government is there to <em><span style=\"text-decoration: underline;\">plow the ***d*mned roads<\/span><\/em>. <span style=\"color: #ff0000;\">It is there to <em><span style=\"text-decoration: underline;\">secure the borders<\/span><\/em>, <span style=\"text-decoration: underline;\"><em>defend against foreign invasion<\/em><\/span>, and to make sure that the stuff sold in bottles labeled \u201c<span class=\"small_caps\">aspirin<\/span>\u201d <span style=\"text-decoration: underline;\"><em>really is aspirin<\/em><\/span>.<\/span> <em><span style=\"text-decoration: underline;\">None<\/span><\/em> of that is <em><span style=\"text-decoration: underline;\">simple<\/span><\/em>, there is a large role for private action in most of it, and while Hayek was right about the social-insurance model, that <span style=\"text-decoration: underline;\"><em>does not<\/em><\/span> mean that <span style=\"text-decoration: underline;\"><em>government can\u2019t screw it up<\/em><\/span>. <span style=\"color: #ff0000;\">Even <em><span style=\"text-decoration: underline;\">genuinely needful things<\/span><\/em>, like the COVID-19 vaccine rollout, end up getting done in a <span style=\"color: #0000ff;\"><em><span style=\"text-decoration: underline;\"><a style=\"color: #0000ff; text-decoration: underline;\" href=\"https:\/\/link.nationalreview.com\/click\/22955973.25368\/aHR0cHM6Ly93d3cudXNhdG9kYXkuY29tL3N0b3J5L25ld3MvcG9saXRpY3MvMjAyMS8wMi8xNS9jb3ZpZC12YWNjaW5lLWdvdnMtdGVsbC1iaWRlbi10aGV5LXdhbnQtZGlzdHJpYnV0aW9uLWNvb3JkaW5hdGlvbi82NzU2MjgzMDAyLw\/547fd4393b35d0210c8dec30B83b65e11\" target=\"_blank\" rel=\"noopener\">backward and counterproductive manner<\/a><\/span><\/em><\/span>.<\/span> The Biden administration can engage in all the moralistic huffery and puffery it likes, but style=\"text-decoration: underline;\"><em>positively<\/em><\/span> lucky that we were not hit with a much nastier epidemic than this one.<\/span> September 11 <span style=\"text-decoration: underline;\"><em>could<\/em><\/span> have been a <span style=\"text-decoration: underline;\"><em>lot worse<\/em><\/span>, and COVID-19 <em><span style=\"text-decoration: underline;\">could <\/span><\/em>have been a <em><span style=\"text-decoration: underline;\">lot worse<\/span><\/em>. <span style=\"color: #ff0000;\">And this relatively minor winter storm that has shut down Texas <span style=\"text-decoration: underline;\"><em>could<\/em><\/span> have been a <em><span style=\"text-decoration: underline;\">hell of a lot worse<\/span><\/em>.<\/span><\/strong><\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"color: #333399;\"><strong>We\u2019re getting <em><span style=\"text-decoration: underline;\">beat silly<\/span><\/em> by the <span style=\"text-decoration: underline;\"><em>junior varsities of national crises<\/em><\/span>. <span style=\"color: #ff0000;\"><span style=\"text-decoration: underline;\"><em>Pray<\/em><\/span> we don\u2019t find ourselves
